Because 52 weeks of 7 days is only 364 days — one or two days short of a full calendar year — most years end up with 52 ISO weeks and a handful of leftover days that get absorbed into the first or last week of the neighboring year. A small number of years, however, have a genuine 53rd ISO week: this happens whenever January 1st of that year falls on a Thursday, or, in a leap year specifically, whenever January 1st falls on a Wednesday. Both conditions guarantee there are enough Thursdays within the year's own days to justify a 53rd distinct week under the standard's rules.
